Evelyn was born on January 2, 1919, to Eddie and Agnes (Arneson) Stormo in Hamlin County, SD. She attended rural county school at Opdahl 4. To attend Hayti High School, she lived with her aunt, uncle and cousin in town. After graduation from high school she worked in the office of County Superintendent of Schools.

She was an active member of Hayti Lutheran Church, participating in church circles and mission quilting group. Evelyn also taught Sunday School and Vacation Bible School. She served as a 4-H leader and was a member of the Hayti Extension Club, the Hayti Literary Club, the Hayti Historical Society, the West Norden Cemetery Association and the American Legion Auxiliary.
