Lee was born on July 14, 1939 in Fairfield, WA to LeMoyne William Jackson and Pauline (Voegele) Jackson. When he was a small boy his mother moved him and his brother back to Roscoe, South Dakota and later married Art Kolb, giving Lee a stepbrother and stepsister. Lee went to country grade school before working for local farmers and a combine crew. After, he lived with an aunt and uncle in California until he entered the Army, serving for 6 years.

Lee was employed at Minnesota Rubber and then Terex Telelect for 25 years. After his retirement, he worked part time for the Big Sioux Nursery. He was an active member of both the Watertown Grace Point Church and Senior Center where he enjoyed fellowship and senior games.
